METER SET / CONNECTION FEE 
A meter set / new connection fee of ten dollars will be assessed to all new accounts. The charge is to partially offset the cost of setting up and installing a new account.

TEMPORARY SERVICE FEE
A fee of twelve dollars will be assessed to accounts desiring temporary service. The fee is to partially offset labor costs incurred due to multiple trips to the site.

RECONNECTION FEE
Reconnection fees will be assessed to those accounts which have been disconnected for non-payment. These fees must be paid prior to reconnection of service. For re-connections between the hours of 7:00 AM and 5:00 PM on normal work days, the fee is twenty-five dollars. During other hours the fee is fifty dollars.

TRIP CHARGES
A trip charge of fifteen dollars will be assessed in those cases where an employee has been dispatched to disconnect service for non-payment and the Customer either pays the bill to the employee in the field or makes last minute payment arrangements to avoid actual disconnection.

RETURNED CHECK FEE
A fee of twenty dollars ($20) will be assessed to the Customer’s account when a check is returned for insufficient funds.

PAYMENT FOR WORK MADE NECESSARY OR REQUESTED BY OTHERS
Any person whose actions make it necessary to relocate, remove, or modify existing GLPS facilities will be responsible for the total cost incurred by GLPS to investigate, design, and perform the necessary work. If necessary for timely collection, amounts due under this policy can be assigned to an active electric account and pursued in that manner, up to and including termination of existing electric service.

Any person who requests relocation, removal, or modification of existing GLPS facilities will be responsible for the total cost incurred by GLPS to investigate, design, and perform the requested work. Payment of the total estimated cost shall be made before work will be started.

NOTE: This policy does not apply to governmental entities when GLPS facilities are located within public right of way, or when such work of the governmental entity is deemed by the GLPS Board to be in the best interests of GLPS Customers as a whole.

SECURITY LIGHT INSTALLATION CHARGES
Effective September 30, 1996, fees for installation of security lights are as follows:

Security lights on existing poles - $45 installation charge. Includes moving light to another pole, or changing light type.

Security lights on extra poles     - $180 installation charge.

Before work starts, the Customer may either pay in full, or pay one half of the installation charge and sign an agreement to pay by the month until the remainder is paid. No interest will be charged on these monthly payments, and they will show up as a separate line item on the Customer’s bill.
For a light on an existing pole, the minimum up front payment will be $25. Two monthly payments of $10 will be required.
For a light on an extra pole, the minimum up front payment will be $90. Six monthly payments of $15 will be required.
If for some reason the Customer wishes to pay more than half up front, the monthly payment will be the balance remaining divided by either two or six depending upon the use of an extra pole.

FEES AND CHARGES FOR METER TAMPERING
It is unlawful and dangerous for individuals other than authorized GLPS representatives to connect electrical service, or to remove or otherwise tamper with electrical meters.

Upon discovery of any unauthorized connection, reconnection, or meter tampering, GLPS will disconnect service without notice and the Customer will be required to pay a Fifty Dollar ($50.00) reconnection fee and pay for a mandatory electrical safety inspection by the State of Tennessee Electrical Inspector.

In addition, upon discovery of any unauthorized reconnection or evidence of meter tampering, GLPS will investigate the circumstances of the reconnection/tampering. The Customer of record will be charged a minimum investigation fee of One Hundred Dollars ($100.00). If GLPS determines that neither the Customer of record nor any beneficiary of the power served through the reconnected/tampered meter was responsible for the reconnection/tampering, then the Customer of record will be relieved of the investigation fee. If the GLPS investigation determines otherwise or is unable to determine the person(s) responsible, the Customer of record will be charged for GLPS’s actual damages resulting from the reconnection/meter tampering (including investigative costs exceeding the minimum investigation fee). In all cases of reconnection/tampering, service will not be restored until the electrical safety inspection has been passed and all GLPS charges paid.

If GLPS is unable to determine the person(s) responsible for meter tampering and meter tampering reoccurs of undetermined origin, the Customer of record will be charged Fifty Dollars ($50.00) for the installation of an additional meter security device. If such tampering persists, then GLPS will install a back-up meter in a secure location at the expense of the Customer of record.

In all cases of reconnection/meter tampering under investigation by GLPS, the Customer of record may not be changed unless (1) the new Customer of record assumes responsibility for all charges and damages resulting from the reconnection/tampering or (2) GLPS determines that the prior beneficiary(ies) of the power supplied will not benefit through a reconnection.

POWER THEFT
If it is determined that power was used and not metered through some act intended to obtain power without paying for it, GLPS will disconnect service without notice, contact the appropriate law enforcement authorities and conduct a full investigation into the possible theft. Unless GLPS determines that the Customer of record nor any user or occupant of the location served benefited from the theft of power, said Customer of record must pay the entire cost of the investigation plus the estimated value of power illegally obtained before service will be restored. The costs of investigation may include labor, materials, outside investigative assistance, and legal services.

In all cases under investigation by GLPS for power theft, the Customer of record may not be changed unless (1) the new Customer of record assumes responsibility for all charges and damages resulting from the theft of power or (2) GLPS determines that the prior beneficiary(ies) of the power supplied will not benefit through a reconnection.

FEES AND CHARGES FOR METER TESTS
Upon request by the Customer of record, meters that have not been tested within ten years will be field tested without charge.  Other meter tests at the request of the Customer of record will bear the following charges: Field test $25; In-shop test $50. Any requested tests by an independent third party laboratory shall be the responsibility of the Customer of record, and the Customer of record shall reimburse GLPS for its actual expense incurred in complying with the Customer of record’s request.

NOTE: If the meter is found to be more than one percent (1%) fast, there will be no charge for tests performed by GLPS, and the Customer’s bills for the preceding year will be adjusted as indicated by the test results.

FEE FOR METER REREADS
Upon Customer’s request, GLPS will dispatch an employee to re-read the Customer’s meter. If an error was made in the original reading, no charge will be made to the Customer making such request.  If the re-read indicates that the original reading was accurate, GLPS will charge a meter re-read fee of twenty dollars ($20).   The Customer’s bill will be adjusted as indicated by the corrected reading.

FEES FOR ISSUING ELECTRICAL INSPECTIONS PERMITS FOR THE STATE OF TENNESSEE
Beginning July 1, 1998 GLPS will collect a fee for each electrical permit issued to any entity to help offset GLPS’s costs.

SECURITY DEPOSITS
All accounts are subject to deposit policies.

RESIDENTIAL: A security deposit of up to $300.00 may be required for new service.  Deposits may be waived for existing Customers with acceptable payment history.  New Customers who can provide proper credit references from another utility may have their deposit waived.  A security deposit will be refunded by check after twelve (12) months of satisfactory payment history.  Any Customer requesting an early refund must provide proper credit references from another utility.

COMMERCIAL AND INDUSTRIAL: For existing businesses being taken over or reopened by a new operator, the security deposit required is twice the highest monthly billing for service at that location in the last active 12 months, rounded up to the next $50.   For new commercial and industrial customers, the engineering department will calculate the required security deposit based on two times the estimated monthly billing, and will then notify customer service of the deposit amount.  Security bonds may be substituted as deposits for commercial and industrial customers.

PENALTIES (Late Charges)
Fifteen days after the "Bill Date" unpaid accounts will be assessed a late payment penalty of 5% of the first $250 of the current bill plus 1% of the balance over $250.  If the penalty date is a non-business day, the penalty will be applied at the end of the next working day.  Payments made through off-site payment stations on or before the due date will be given full credit for timely payment.  The first time a Customer is assessed a late penalty, the Customer may receive an adjustment if requested, provided the Customer's payment history has been satisfactory for at least twelve months.
